(U.S.) 35202613 – WEST VIRGINIA WITHHOLDING TAX CHANGES PUBLISHED MARCH 7, 2023, was posted on April 5, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.

(U.S.) PRP 34396492 was posted to My Oracle Support on April 13, 2023.  The patchset contains the following patches, which will also be included in HCM 9.2 Image 46 and Tax Update 23-B.

     (U.S.) 34396492 – UPDATE OREGON QUARTERLY UI WAGE FILE FORMAT EFFECTIVE Q1 2023 modifies TAX860OR.SQR AND RPTSMMRY.SQC to report Paid Family and Medical Leave Insurance and Statewide Transit wages and taxes beginning with the quarter ending 31 March 2023.

     (U.S.) 35035530 – DISTRICT OF COLUMBIA QUARTERLY UI WAGE AND TAX REPORT CHANGES EFF Q1-2023 modifies TAX810DC.SQR to support updated District of Columbia quarterly unemployment wage reporting requirements, which are effective beginning with data reported for the quarter ending 31 March 2023.

(U.S.) 35081317 – COLORADO PAID FAMILY & MEDICAL LEAVE QUARTERLY REPORTING was posted to My Oracle Support on May 3, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch delivers a new program and changes for reporting quarterly Family and Medical Leave Insurance program data electronically to the Colorado Department of Labor and Employment.  This is effective beginning with data reported for the quarter ending 31 March 2023.

Colorado has given a 30-day grace period on the due date of 30 April 2023 for the first premium payment and wage reports before they are considered late. https://famli.colorado.gov/employers/employer-faqs

(U.S.) 35126177 – UPDATE OREGON QUARTERLY UI WAGE FILE FORMAT EFFECTIVE Q1 2023 was posted on April 20, 2023, to My Oracle Support for Release 9.1. The update will also be included in Tax Update 23-B.

(U.S.) 35126694 – DISTRICT OF COLUMBIA QUARTERLY UI WAGE AND TAX REPORT CHANGES EFF Q1-2023 was posted on April 24, 2023, to My Oracle Support for Release 9.1. The update will also be included in Tax Update 23-B.

Maryland Family and Medical Leave Insurance Program – Modification

Maryland has postponed the start of the Family and Medical Leave Insurance Program to October 1, 2024, a year later.  Maryland Senate Bill, SB0828, signed into law by the governor on May 3, 2023, modifies the Family and Medical Leave Insurance Program by clarifying and altering certain provisions relating to the administration of the Program.

Texas Quarterly UI Wage File Format Update

Texas Workforce Commission (TWC) has paused the Unemployment Insurance System Replacement project.  The existing Texas Quarterly UI Wage file format will continue to be accepted.  We will continue to monitor for future updates.

Washington Cares Fund (Washington Long-Term Care Insurance Program)

Washington Cares Fund payroll deductions begin July 1, 2023. The functionality was delivered in Tax Update 21-E. To enable payroll deduction processing, remember to update employee State Tax Data records by inserting a new row with Effective Date = 07/01/2023 setting the Washington LTC Status to “Subject”.
