(U.S.) 36383859 – NEW MASSACHUSETTS SUPPLEMENTAL WITHHOLDING TAX CALCULATION 2024 was posted to My Oracle Support by June 12, 2024, for Releases 9.2 and 9.1. The update will also be included in Tax Update 24-C and HCM 9.2 Image 50.

(U.S.) 36553640 – MINNESOTA UI QUARTERLY WAGE FILE FORMATS NAME DIFFERENTLY WHEN E&G FLAG IS SELECTED was posted to My Oracle Support on May 29, 2024, for Release 9.2. The update will also be included in Tax Update 24-C and HCM 9.2 Image 50.

New Legislative Updates

Idaho, Ohio, Georgia, and Utah Tax Table Updates

Idaho, Ohio, Georgia, and Utah released updates to tax tables too late to be included in Tax Update 24-B.  Documents showing how to manually update the State Tax Table entries for Idaho, Ohio, Georgia, and Utah have been posted to PeopleSoft Payroll for North America Hot Topics My Oracle Support Doc ID 1348833.1.  These changes will be delivered in Tax Update 24-C.

Kansas Adjust Unemployment Tax Rate

On April 24, 2024, the governor of Kansas approved Substitute HB2570 to adjust employer Kansas Unemployment Tax Rates for some employers effective July 1, 2024.  PeopleSoft does not deliver these rates since each employer’s rate may be different.  A document, “Implementing a Mid-Year State Unemployment Tax Rate Change”, has been posted to PeopleSoft Payroll for North America Hot Topics My Oracle Support Doc ID 1348833.1.

Nacha Operating Rule – Standard Company Entry Descriptions – PAYROLL and PURCHASE Amendment

On March 15, 2024, the Nacha Voting Membership approved 15 amendments to the Nacha Operation Rules with Supplement #1-2024.   Standard Company Entry Descriptions – Payroll and Purchase Nacha rule amendment is the only one that impacts payroll.  The amendment establishes two new Company Entries Description, PAYROLL and PURCHASE.  Originators will be required to add PAYROLL to the Company Entries Description field when ACH credits are for payments of wages, salaries, and other similar types of compensation.  PURCHASE will not be used by payroll.  Standard Company Description rule is required by March 26, 2026.

Maryland Family and Medical Leave Insurance Program Update

On April 25, 2024, the governor of Maryland approved SB0485, the second postponement of the Maryland Family and Medical Leave Insurance Program, which will now start July 1, 2025.

Alabama Overtime Exemption Update

On May 3, 2024, the governor of Alabama approved HB407, which amended the definition of gross income related to overtime income effective October 1, 2024.  The amended definition of gross income now includes FLSA overtime.  PeopleSoft will continue to monitor to see if there are further updates.  Currently, there are no anticipated PeopleSoft deliverables for this update.

Previous Legislative Updates

British Columbia WorkSafeBC Assessable Payroll Updated

WorkSafeBC has changed the assessable earnings reporting practice effective January 1, 2024.

Before this change, certain benefits were excluded from the calculation of assessable earnings. However, under the updated Assessment Practice Directive 5-245-2 (A) – Assessable payroll, these benefits will now be included but not limited to:

  • Accidental death and dismemberment (AD&D)
  • Company-owned/leased vehicle
  • Group term insurance
  • Interest-free loans
  • Parking

Organizations should review the updated assessable earnings definitions to determine inclusion and exclusion benefit earnings and ensure that T4 slip boxes 14 and 71 mapping matches the workers’ compensation board (WCB) assessable wages.

Alabama Exempt Overtime from State Income Tax

Alabama has published its Overtime Exemption Reporting Guidance and FAQ. PeopleSoft will not deliver any updates to exempt overtime from Alabama state income tax, effective from January 1, 2024, to June 30, 2025.   Existing functionality in the PeopleSoft system can handle exempting overtime from Alabama state income tax by using the Taxable Gross Definition Table.  Review Processing_Alabama_Tax-Exempt_Overtime_Pay.pdf on My Oracle Support Doc ID 2820620.2 listed in the “Tax Update 23-D / Update Image 9.2.048” section.

SECURE 2.0 Act – Updates

The IRS announces administrative transition period for new Roth catch up requirement; catch-up contributions still permitted after 2023.  As a reminder, this two year administrative transition (delay) period is ONLY for Section 603 and does not address the other 91 provisions of SECURE 2.0.

  • Mass Print Paycheck by Range of Dates (Ideas Lab)

At the conference, I provided a sneak preview of Select All OK to Pay and Fluid Paycheck Modeler. After my session, I heard a high level of anticipation for these features to arrive as soon as possible.  My team is busy working on these enhancements to deliver them in the near future.
