Patch 34520432 – CALCULATE ER-PAID PA LOCAL PAYROLL PREP TAX FOR RESIDENTS OF TAX JURISDICTION may be missing after applying Tax Update 22-E.
If customers do not see that patch as part of their Tax Update 22-E, then apply PRP 34520432 and selectively adopt patch 34520432 to ensure all patches for Tax Update 22-E are applied.

(U.S.) 34826328 – BUDGET RETRO DISTRIBUTION AND T&L COST EXTRACT ERROR DUE TO UNINITIALIZED BIND VARIABLES was posted by December 12, 2022, to My Oracle Support for Releases 9.2. The updates will also be included in Tax Update 23-A and HCM 9.2 Image 45. The patch modifies PSPPTFND.CBL and PSPRFUND.CBL to initialize Tax Class variables to process Budget Retro Distribution and Time and Labor Cost Extract without error.
(Canada) 34558699 – CAN: NEW OVERRIDE AMOUNT OPTION ADDED TO TAX103CN PROCESS TO UPDATE FEDERAL NET CLAIM was posted by December 15, 2022, to My Oracle Support for Release 9.2 and 9.1. The updates will also be included in Tax Update 23-A and HCM 9.2 Image 45. The patch provides the ability to update Canadian employee tax record Federal Basic Claim Amount when the default was set to two different amounts during the year. PeopleSoft introduces Override Amount on the Update Source Deduction page to reset all employees to the same Federal Net Claim Amount on Update Employee Tax Data. Canadian Year End Guide will be redelivered in Tax Update 23-A with updated instructions.

The patch modifies the Canadian Year End Load module (CTX910LD.SQR) to (a) correctly report T4 box 26 for a Status Indian employee who is subject to CPP and transfers between Québec and a province other than Québec when the maximum contribution is reached in Québec; and (b) correctly report RL-1 boxes G and G-2 for Status Indian employees with reversal cheques in certain circumstances.

Massachusetts Tax Change
Massachusetts voters in the November 2022 elections approved ballot Question 1: Additional Tax on Income Over One Million Dollars which proposes an additional 4% state income tax on the portion of annual taxable income in excess of $1 million beginning on or after January 1, 2023. The impact of the additional 4% tax on Massachusetts state withholding rules is yet to be determined.
Washington Cares Fund (Washington Long-Term Care Insurance Program)

New Hampshire The Granite State Paid Family Leave Plan
Employers who choose to participate in the New Hampshire state Paid Family Medical Leave program must contract for coverage with MetLife, either directly or through an insurance broker. Employee deductions are not required; it is up to the employer to decide how the premiums will be funded. Each participating employer can determine whether the premium cost will be:
- shared by the employer and the employees;
- paid for entirely by the employer; or
- paid for entirely by the employees.
If an employer with 50 or more employees chooses not to offer any equivalent PFML benefit to its employees, any of the employer’s employees can choose to elect individual coverage, and the employer must accommodate those employees by making payroll deductions to collect the premium for individual coverage and remitting the premiums to MetLife.
New Hampshire customers will need to configure the implementation themselves after they get their agreement with MetLife.

Changes to the PeopleSoft Application Image Delivery Schedule Beginning 2023
Beginning January 1, 2023, the PeopleSoft FSCM, HCM, and Campus Solutions applications will adopt a delivery schedule of 3 Images per year instead of 4.
Payroll for North America will deliver 4 tax updates per year instead of 5. Tax updates will continue to be included with the PeopleSoft HCM Images except for the end-of-the-year tax update, which is delivered using a PRP.
