One Big Beautiful Bill Act (updated)
PeopleSoft is still waiting for guidance from the IRS regarding the One Big Beautiful Bill Act for overtime.
We are reviewing the regulations on tips provided in news article Treasury, IRS issue guidance listing occupations where workers customarily and regularly receive tips under the One Big Beautiful Bill.
During the IRS Payroll Industry call on Thursday, October 2, 2025, the IRS announced employers may use 2025 Form W-2 box 14 for the One Big Beautiful Bill provisions. PeopleSoft will work on a solution to enable our customers to report in box 14 for qualified overtime and tips for Tax Year 2025.

SECURE 2.0 Act – Section 603(updated)
The PeopleSoft Benefits development team postponed the delivery of the Base Benefits and Benefits Administration Roth Age Catch-Up enhancement for SECURE 2.0 – Section 603 because we were waiting on IRS guidance for the January 13, 2025, proposed regulations, 26 CFR Part 1 [REG-101268-24], regarding Catch-Up Contributions.
On Monday, September 15, 2025, the Treasury and IRS published the final regulations regarding the new Roth catch-up rules. We have reviewed the 94-page final regulation and are adjusting our solutions based on the final regulations.
A PeopleSoft Release Patchset (PRP) will be issued as soon as possible following the release of HCM Image 53, and prior to the target posting date for HCM Image 54. We are currently targeting the PRP with the Legislative Patchset coming out on November 21, 2025. If we can get things done sooner, we will post earlier than that date.
We published Secure 2.0 Section 603 in PeopleSoft – FAQs (Doc ID 3103448.1) to provide direction on planned deliverables.
SECURE 2.0 Act Information
The IRS announces administrative transition period for new Roth catch up requirement; catch-up contributions still permitted after 2023. As a reminder, this two year administrative transition (delay) period is ONLY for Section 603 and does not address the other 91 provisions of SECURE 2.0.

Maryland Family and Medical Leave Delayed Implementation
On February 14, 2025, the Maryland Department of Labor announced a delay in the implementation of the Maryland Family and Medical Leave Insurance (FAMLI) program, with payroll deductions scheduled to start January 1, 2027.

Anne’s Thoughts
Payroll for North America 2025 Year-End Postings
To support the 2025 year-end for PeopleSoft Payroll for North America Release 9.2, we will follow a process like year-end 2024.
After we post Tax Update 25-D in November 2025, we will begin delivering year-end content as PeopleSoft Release Patchsets (PRPs) in December. These PRPs will be posted weekly and structured in multiple parts to simplify deployment and reduce the volume of individual patches. We will use the HCM Legislative Patchset approach to bundle multiple fixes into each PRP for application to the most recent PeopleSoft Update Image.
There will be limited exceptions to the weekly cadence for time-sensitive items, for example, the 2026 U.S. Federal Withholding Tax changes.
