New Tax Update Tag Concept

Starting with Tax Update 26-B, PeopleSoft Payroll for North America will introduce a new tagging convention to better identify certain legislative deliverables and enhancements.

You may begin to see an additional letter “X” appended to the Tax Update name (for example, Tax Update 26-BX).

This new designation will be used for specific legislative updates and enhancements that are delivered outside of the standard tax update deliverables like items such as Tax Withholding Updatable PDF form patches as well as new Fluid-based enhancements with legislative impact.

New Weekly PRP Delivery Process for PeopleSoft HCM

Starting in April 2026, PeopleSoft HCM will move to a weekly PRP (PeopleSoft Release Patchset) delivery process across all products.

This new approach aligns with the existing PeopleSoft FSCM weekly PRP model, providing a more consistent cadence for delivering off-cycle legislative and fix patches.

Under this new process:

  • All HCM product updates, including Payroll for North America, will be delivered through weekly PRPs.
  • Security Vulnerability (SV) postings will continue to be delivered on the established Critical Patch Update (CPU) schedule, as they are today.
  • As a result, you will no longer see PRPs created specifically under Payroll for North America, as updates will be consolidated into the broader HCM PRP delivery.

As a reminder, PRPs are applied to the HCM Update Images, and customers will continue to use the PeopleSoft Update Manager (PUM) utility to manage adoption.

Customers can selectively adopt only the patches required for their environment, providing flexibility while maintaining control over update deployment.

With this change, customers should also review the PeopleSoft Update Adoption (PAU) process to ensure internal procedures align with the more frequent PRP delivery cadence and selective adoption strategy.

Quebec Family Support Garnishment Changes

Effective April 1, 2026, new rules will apply to the calculation of the garnishable portion of income for Quebec family support debts:

  • The garnishment rate: up to 30% of the debtor’s gross income may be garnished; and
  • The end of exemption amounts: Garnished employees will no longer be entitled to any exemptions.

We are awaiting publication of the updated Form PER-6895-1-V.

Michigan Rescheduled New Michigan Unemployment Insurance (MiUI) Go Live

Michigan rescheduled the MiUI Tax go live for early 2026. As a result, Michigan employers should use the MiWAM (Michigan Web Account Manager) format for submitting their 2025 Quarter 4 reporting due January 26, 2026.  PeopleSoft delivered (U.S.) 38820230 – REDELIVER MICHIGAN UNEMPLOYMENT REPORT TO SUPPORT MIWAM REPORTING Q4 2025 to reenable MiWAM file format and hide the updates delivered for MiUI in early December 2025. Michigan employers should use the new MiUI format for submitting their 2026 Quarter 1 reports due April 27, 2026.

On February 14, 2025, the Maryland Department of Labor announced a delay in the implementation of the Maryland Family and Medical Leave Insurance (FAMLI) program, with payroll deductions scheduled to start January 1, 2027.

Join us at PeopleSoft RECONNECT Live! at BLUPRINT4d

 

As we move further into 2026, I’m really excited about what IS ahead — especially the opportunity to connect with many of you at PeopleSoft RECONNECT Live! at BLUEPRINT 4D this May 4 – 7, 2026 in Dallas, Texas.

The conference is always one of the highlights of the year for me.  I enjoy being all there together in person — sharing ideas, hearing your feedback, and discussing the real-world challenges and successes you are experiencing in Payroll for North America.

For this year, I am especially excited to showcase what we have coming next, including our Tax Withholding redesign, along with recently delivered features such as Bulk Wage Statement Download. I will also be highlighting important legislative updates, including our work to support the IRS IRIS system A2A integration.

Beyond the sessions, the conversations we have throughout the conference — whether in breakout sessions or hallway chats — are incredibly valuable and directly influence what we build next.

If you can attend, I highly encourage you to join us. I always leave BLUEPRINT4D energized and inspired, and I hope to see you there!
