New Legislative Updates

District of Columbia Paid Family Leave Tax Increase

District of Columbia Paid Family Leave tax rate increase was not included in the (U.S.) 36852533 – 2024 U.S. PAYROLL TAX & LEGISLATIVE ITEMS TOO LATE FOR 24-B DELIVERY posting.  A document, “District of Columbia – Paid Family Leave Tax Rate Increase Effective July 1, 2024”,  on how to manually update the increase tax rate has been posted to PeopleSoft Payroll for North America Hot Topics My Oracle Support Doc ID 1348833.1.

Kansas New Withholding Tax Rates for Wages

The Kansas Department of Revenue has reissued Publication KW-100 (Kansas Withholding Tax Guide) with updated instructions for calculating Kansas withholding tax amounts for wages paid on or after July 1, 2024.  The revised publication reflects tax changes included in Senate Bill 1, which was enacted during the 2024 Special Legislative Session.  As documented in Notice 24.08, the Bill changed individual income tax rates, increased the standard deduction for individuals, and increased the amount of the allowable personal exemption for individuals filing Kansas income tax returns.  Implementation of the Kansas withholding tax changes in the Oracle PeopleSoft for North America product will require both an updated State Tax Table entry and program changes.  These product modifications will be delivered in (U.S.) 36858176 – KANSAS WITHHOLDING TAX CHANGES EFFECTIVE 01 JULY 2024, which is targeted to be posted to My Oracle Support by August 16, 2024.

Alabama Exempt Overtime from State Income Tax

Alabama has published its Overtime Exemption Reporting Guidance and FAQ. PeopleSoft will not deliver any updates to exempt overtime from Alabama state income tax, effective from January 1, 2024, to June 30, 2025.   Existing functionality in the PeopleSoft system can handle exempting overtime from Alabama state income tax by using the Taxable Gross Definition Table.  Review Processing_Alabama_Tax-Exempt_Overtime_Pay.pdf on My Oracle Support Doc ID 2820620.2 listed in the “Tax Update 23-D / Update Image 9.2.048” section.

Alabama Exempt Overtime Update

On May 3, 2024, the governor of Alabama approved HB407, which amended the definition of gross income related to overtime income effective October 1, 2024.  The amended definition of gross income now includes FLSA overtime.  PeopleSoft will continue to monitor to see if there are further updates.  Currently, there are no anticipated PeopleSoft deliverables for this update.

Idaho, Ohio, Georgia, and Utah Tax Table Updates

Idaho, Ohio, Georgia, and Utah released updates to tax tables too late to be included in Tax Update 24-B.  Documents showing how to manually update the State Tax Table entries for Idaho, Ohio, Georgia, and Utah have been posted to PeopleSoft Payroll for North America Hot Topics My Oracle Support Doc ID 1348833.1.  These changes will be delivered in Tax Update 24-C.

Kansas Adjust Unemployment Tax Rate

On April 24, 2024, the governor of Kansas approved Substitute HB2570 to adjust employer Kansas Unemployment Tax Rates for some employers effective July 1, 2024.  PeopleSoft does not deliver these rates since each employer’s rate may be different.  A document, “Implementing a Mid-Year State Unemployment Tax Rate Change”, has been posted to PeopleSoft Payroll for North America Hot Topics My Oracle Support Doc ID 1348833.1.

Maryland Family and Medical Leave Insurance Program Update

On April 25, 2024, the governor of Maryland approved SB0485, the second postponement of the Maryland Family and Medical Leave Insurance Program, which will now start July 1, 2025.

Nacha Operating Rule – Standard Company Entry Descriptions – PAYROLL and PURCHASE Amendment

On March 15, 2024, the Nacha Voting Membership approved 15 amendments to the Nacha Operation Rules with Supplement #1-2024.   Standard Company Entry Descriptions – Payroll and Purchase Nacha rule amendment is the only one that impacts payroll.  The amendment establishes two new Company Entries Description, PAYROLL and PURCHASE.  Originators will be required to add PAYROLL to the Company Entries Description field when ACH credits are for payments of wages, salaries, and other similar types of compensation.  PURCHASE will not be used by payroll.  Standard Company Description rule is required by March 26, 2026.

SECURE 2.0 Act – Updates

The IRS announces administrative transition period for new Roth catch up requirement; catch-up contributions still permitted after 2023.  As a reminder, this two year administrative transition (delay) period is ONLY for Section 603 and does not address the other 91 provisions of SECURE 2.0.

PowerView for My Oracle Support

In one of our monthly Quest Oracle Community Payroll for North America Special Interest Group (SIG) meetings, Nicole Apostola showed the group how to turn on “PowerView” in My Oracle Support to help narrow the topic searches to PeopleSoft Payroll for North America.   If you missed the meeting or recording, I thought it was a great topic to share in the newsletter.

If PowerView is not turned on, the payroll topic search results for Knowledge Base, Community, Documentation, Bugs, and Patches may return other Oracle product-related content, leading to confusion.  With PowerView turned on, the searches will be narrowed to search results specific to PeopleSoft Payroll for North America and PeopleSoft ePay for Self-Service.

How to Turn on PowerView in My Oracle Support

1. Select the “PowerView” button on the top left of the My Oracle Support site.

2. A pop will show up with a modal page called “Create PowerView” or a menu to select “New,” which will also bring up the “Create PowerView” page.

3. Select the “Support Identifiers” drop-down list and select “Product.”

4. Type “PeopleSoft Enterprise HCM Payroll for North America” in the text box and select the row.

5. Type “PeopleSoft Enterprise ePay” in the text box and select the row.

6. Optionally, select the “Name PowerView” link on the bottom left to name the PowerView.

7. Select the “Create” button to generate the “PowerView,” which will automatically turn on.

The great thing about PowerView is that users can create other “PowerView” for other specific products or add other products to the same view to narrow the search results.
