(Canada) 35356300 – CAN: CANADIAN TAX TABLE CHANGES EFFECTIVE JULY 1, 2023 was posted on June 16, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-C and HCM 9.2 Image 47.  The tax table updates include previous Canadian Tax Table entries effective January 1, 2023, including Federal and Quebec tax variables to work with Patch 35364134 and Canadian tax table changes effective July 1, 2023, for Manitoba and Quebec. Quebec customers must apply Patch 35364134 for July 1, 2023, changes to calculate appropriately.

(Canada) 35364134 – CAN: UPDATE CANADIAN TAX TABLE TO INCLUDE ADDITIONAL VARIABLES was posted by June 19, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-C and HCM 9.2 Image 47.  The patch removed the hard-coded variables for Quebec and modified the batch program to read the Tax Table entries.

(Canada) 35596355 – CAN: ALLOW QIT ADDL AMT WHEN PROVINCE OF TAXATION IS A PROVINCE OTHER THAN QUEBEC was posted on July 24, 2023, to My Oracle Support for Release 9.2. The update will also be included in Tax Update 23-C and HCM 9.2 Image 47.

(U.S.) 35510187 – MODIFY FL QUARTERLY UI WAGE AND TAX REPORT TO INCLUDE E-VERIFY CERT EFF Q2 2023 was posted by July 19, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-C and HCM 9.2 Image 47.

(U.S.) 35538447 – NY MCTMT TAX REQUIRES DUAL-ZONE PROCESSING EFFECTIVE 01 JULY 2023 was posted by July 21, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-C and HCM 9.2 Image 47. The patch modifies programs to support processing employer-paid New York Metropolitan Commuter Transportation Mobility Tax (MCTMT) for Metropolitan Commuter Transportation District (MCTD) Zone 1 and 2.  Refer to the resolution associated with the patch for further details.

Illinois 2023 Mid-Year Change to Annual Withholding Allowance Amount

The Illinois Department of Revenue has issued Informational Bulletin FY 2024-02 (Personal Exemption Allowance Amount Changes) announcing a reduction in the Illinois personal exemption allowance amount for 2023.  PeopleSoft will deliver the update in Tax Update 23-C.  Customers may manually update the State Tax Table entries immediately by reviewing PeopleSoft Payroll for North America Hot Topics (Doc ID 1348833.1) for the document on steps to update.

Philadelphia Wage Tax – Resident Tax Rate Decrease

Philadelphia Department of Revenue announced a reduction in Wage Tax effective July 1, 2023.  PeopleSoft will deliver the update in Tax Update 23-C.  Customers may manually update the Local Tax Table entries immediately by reviewing PeopleSoft Payroll for North America Hot Topics (Doc ID 1348833.1) for the document on steps to update.

Maryland Family and Medical Leave Insurance Program – Modification

Maryland has postponed the start of the Family and Medical Leave Insurance Program to October 1, 2024, a year later.  Maryland Senate Bill SB0828, signed into law by the governor on May 3, 2023, modifies the Family and Medical Leave Insurance Program by clarifying and altering certain provisions relating to the program’s administration.

(U.S.) SECURE 2.0 ACT

On December 29, 2022, the President signed the Consolidated Appropriations Act 2023, which included Setting Every Community Up for Retirement Enhancement (SECURE) 2.0 Act. The legislation has 92 provisions that affect retirement saving plans. We have had several questions about PeopleSoft’s plans for the SECURE 2.0 Act. I thought I would take the opportunity to provide some answers to those frequently asked questions.

Q1:   What is PeopleSoft’s plan for the SECURE 2.0 Act?

A1:   I recommend everyone review the blog, “SECURE 2.0 Act – Position Paper UPDATED June 2023 (U.S.A. Only)” by Tammy Boyles, Oracle PeopleSoft Benefits Strategist.  In the blog, you will also find the link to the PeopleSoft Position Statement (Doc ID 2924423.1) for the SECURE 2.0 Act.

Q2:   In which Payroll for North America Tax Update will be SECURE 2.0 Act changes be delivered?

A2:  Oracle PeopleSoft Benefits will deliver the updates for the SECURE 2.0 Act.  Changes for SECURE 2.0 Act will not be delivered in a payroll tax update.

Q3:  When will PeopleSoft deliver changes for the SECURE 2.0 Act?

A3:  We are still waiting for IRS guidelines and do not have a target date for delivery of updates related to the SECURE 2.0 Act provisions.  Once we have posted the patches, we will update the PeopleSoft Payroll for North America Hot Topics as a cross-reference for our PeopleSoft Payroll for North America customers.
