Building the Case for “Yes!”: The State of Indiana’s Cloud Journey from Proof-of-Concept Towards Production

Presented by:
Joel Gibbons, State of Indiana: Office of Information Technology

Abstract:

After several attempts and failures in 2017 and 2019, the State of Indiana and Oracle initiated a proof-of-concept project to move the state’s PeopleSoft Financials and HCM applications infrastructures from the on-premises datacenter to Oracle Cloud Infrastructure. In this session, we will walk through the journey from POC through stakeholder approvals to the migration of non-production environments. Attendees will hear about the reasons why Oracle Cloud Infrastructure is the right location for hosting the state’s PeopleSoft infrastructure. We will discuss the challenges and objections raised by internal stakeholders and the data-driven responses that supported the ultimate decision to move forward with a cloud infrastructure strategy. The presentation will wrap up with an overview of the successes achieved to-date, the changes in operational responsibilities for the infrastructure providers involved in the project, and the future outlook for PeopleSoft applications for the state.

As the fiscal officer for the State of Indiana, ensuring the efficient use of taxpayer dollars is paramount for our office. This tool has significantly benefited our seven-member Audit Team, reducing keying and page load times by 75%. With the responsibility of auditing nearly one million Vouchers and 50,000 Expense Reports annually, every second is crucial. Additionally, Drilling URL queries have been developed to help State Agencies efficiently identify and submit delayed vouchers into the workflow. Down the Road Less Traveled

Presented by:
Nathanie Serrano, Clerk & Comptroller Palm Beach County

Abstract:

Join the Clerk & Comptroller of Palm Beach County as they reminisce on their journey down a road that few choose to travel… that of an Oracle to SQL server database conversion. Most neighboring villages were shocked at their decision to forge that path, but the Clerk staff was determined. Many battles would ensue, victory guaranteed to no one. However in the end, they would go on to achieve their quest, surprising even the naysayers. Here you will find the highlights of the epic battle, strategies for overcoming challenges, and tips for future travelers. Taking the road less traveled was not for the faint of heart, but in the end they discovered we were capable of many great feats along the way, including upgrading hardware and installing a new PeopleTools version.
