One Big Beautiful Bill Act
PeopleSoft will await guidance from the IRS regarding the One Big Beautiful Bill Act for overtime and tips before determining the required actions for our product.
SECURE 2.0 Act – Section 603 (new)
The PeopleSoft Benefits development team has postponed the delivery of the Base Benefits and Benefits Administration Roth Age Catch-Up enhancement for SECURE 2.0 – Section 603. As of Friday, September 12, 2025, we were awaiting IRS guidance for the January 13, 2025, proposed regulations, 26 CFR Part 1 [REG-101268-24], regarding Catch-Up Contributions. On Monday, September 15, 2025, the Treasury and IRS published the final regulation regarding the new Roth catch-up rules and we are currently reviewing the 94-page final regulation.
The PeopleSoft Benefits team requires additional time to analyze and develop the follow-up changes to the internally developed catch-up contribution process in line with the new final regulation. A PeopleSoft Release Patchset (PRP) will be issued as soon as possible following the release of HCM Image 53, and prior to the target posting date for HCM Image 54.
We published Secure 2.0 Section 603 in PeopleSoft – FAQs (Doc ID 3103448.1) to provide direction on planned deliverables.
SECURE 2.0 Act Information
The IRS announces administrative transition period for new Roth catch up requirement; catch-up contributions still permitted after 2023. As a reminder, this two year administrative transition (delay) period is ONLY for Section 603 and does not address the other 91 provisions of SECURE 2.0.

Maryland Family and Medical Leave Delayed Implementation
On February 14, 2025, the Maryland Department of Labor announced a delay in the implementation of the Maryland Family and Medical Leave Insurance (FAMLI) program, with payroll deductions scheduled to start January 1, 2027.
