Release 9.2 Tax Update 25-D, included in PeopleSoft Release Patchset (PRP) 38583625 – 2025 Legislative Patchset, was posted on Friday, November 21, 2025. Tax Update 25-D for Release 9.1 was posted on
Friday, November 21, 2025.

Reminder: PeopleSoft Payroll for North America will only deliver four Tax Updates a year.
Tax Update 25-D will be the last one delivered for 2025. As always, we will continue posting for late-breaking legislative changes.

PeopleSoft Release Patchset (PRP) for Year-End 2025 for Patches After 25-D and Before 26-A
Payroll for North America development will post the PeopleSoft Release Patchset (PRP) for Release 9.2 with multiple patches in groups after Tax Update 25-D to lessen the burden of applying a high volume of patchsets during year-end. We will use the HCM Legislative Patchset concept to group multiple patches in a PRP for your organization to apply to the most recently released PeopleSoft Update Image.
These are the Payroll for North America PRPs with multiple patches in a group which are currently targeted for posting after Tax Update 25-D:
- PRP 38645460 – PNA PATCHSET AFTER TAX UPDATE 25-D – PART ONE – Targeted posting date by December 5, 2025
- PRP 38645481 – PNA PATCHSET AFTER TAX UPDATE 25-D – PART TWO – Targeted posting date by December 12, 2025
- PRP 38645489 – PNA PATCHSET AFTER TAX UPDATE 25-D – PART THREE – Targeted posting date by December 19, 2025
If we need further PRPs with multiple patches in a group, we will follow the same naming convention through January 2026 until Tax Update 26-A posts.
We will continue with separate PRP postings for the following Release 9.2 patches:

One Big Beautiful Bill Act (updated)
The PeopleSoft Payroll for North America team has delivered functionality to support reporting “No Tax on Tips” and “No Tax on Overtime” on Form W-2 to support One Big Beautiful Bill Act for Tax Year 2025 in Tax Update 25-D.
I published a blog on November 12, 2025, One Big Beautiful Bill Act: “No Tax on Tips” and Not Tax on Overtime” – What Employers Need to Do in 2025 and 2026, explaining the key considerations. Please review the blog for details and consult your internal tax and compliance advisors for implementation decisions.
On Friday, November 21, 2025, the IRS published Notice 2025-69: Guidance for Individual Taxpayers who received Qualified Tips or Qualified Overtime Compensation in 2025 and news release IR-2025-114 – Treasury, IRS provide guidance for individuals who received tips or overtime during tax year 2025.

SECURE 2.0 Act – Section 603 (updated)
A PeopleSoft Release Patchset (PRP) will be issued as soon as possible following the release of HCM Image 53, and prior to the target posting date for HCM Image 54. We retargeted the SECURE 2.0 Act – Section 603 to post by Friday, December 5, 2025.
