Release 9.2 Tax Update 23-D, included in PRP 35961075 – 2023 Legislative Patchset, was posted on
Friday, November 24, 2023.  Tax Update 23-D for Releases 9.1 and 9.0 was posted on
Wednesday, November 29, 2023.

Reminder:  Starting in 2023, PeopleSoft Payroll for North America will only deliver four Tax Updates a year.  Tax Update 23-D will be the last one delivered for 2023.  As always, we will continue posting for late-breaking legislative changes.

(U.S.) 36014898 – USF: NEW ANNUAL LIMIT AMOUNT FIELD MISSING IN FEDERAL GARNISHMENT RECORD was posted to My Oracle Support by December 5, 2023, for Releases 9.2 and 9.1. The update will also be included in Tax Update 24-A and HCM 9.2 Image 48.

(U.S.) 35127653 – CONTROL NUMBER REQUIRED ON PUERTO RICO W-2PR ANNUAL ELECTRONIC FILE was posted to My Oracle Support by December 5, 2023, for Releases 9.2 and 9.1. The update will also be included in Tax Update 24-A and HCM 9.2 Image 48.   The patch delivers control number assignment group box to the Create Puerto Rico W-2PR File run control page and TAX960PD.SQR program changes.

Alabama Exempt Overtime from State Income Tax

Alabama has published its Overtime Exemption Reporting Guidance and FAQ. PeopleSoft will not deliver any updates to exempt overtime from Alabama state income tax, effective from January 1, 2024, to June 30, 2025.   Existing functionality in the PeopleSoft system can handle exempting overtime from Alabama state income tax by using the Taxable Gross Definition Table.  Review Processing_Alabama_Tax-Exempt_Overtime_Pay.pdf on My Oracle Support Doc ID 2820620.2 listed in the “Tax Update 23-D / Update Image 9.2.048” section.

Maryland Family and Medical Leave Insurance Program – Modification

Maryland has postponed the start of the Family and Medical Leave Insurance Program to October 1, 2024, a year later.  Maryland Senate Bill SB0828, signed into law by the governor on May 3, 2023, modifies the Family and Medical Leave Insurance Program by clarifying and altering certain provisions relating to the program’s administration.

SECURE 2.0 Act – Updates

The IRS announces administrative transition period for new Roth catch up requirement; catch-up contributions still permitted after 2023.  As a reminder, this two year administrative transition (delay) period is ONLY for Section 603 and does not address the other 91 provisions of SECURE 2.0.
