This session was presented at BLUEPRINT 4D 2026.

The Covid-19 pandemic created challenges for virtually everyone in corporate America. Keeping the State of Indiana’s PeopleSoft Financials users trained was no exception. In February 2020 (only days prior to the coronavirus becoming a part of our collective vocabulary), I kicked off a Statewide project to update our training documentation, which garnered not only the *attention* of our elected officials, but also their buy-in and support. Of note, this occurred after determining that many training materials hadn’t been updated since the 2009 implementation of PeopleSoft with the State of Indiana, and now, time was of the essence. Fast forward to the project kick-off session, where I hosted approximately 75 stakeholders only days prior to the majority of employees ‘going remote’. We knew the importance of not only updating the Instructor-Led Training (ILT) materials to account for PUM / version changes but also acknowledging the criticality of migrating the content to a Computer-Based Training (CBT) format. The pandemic gave us further justification to push this project to the front burner in our stakeholders’ respective workloads and get this information to our approximately 8,000 impacted PeopleSoft Financials users. In this session, we will discuss how we accomplished this with stakeholders that were almost 100% remote, we’ll also focus on the importance of migrating from ILT to CBT format and why, even post-pandemic, this remains the best methodology for training our PeopleSoft Financials end users.

The session will highlight a “touchless processing” design philosophy, including:

• Standardizing data and controls to enable straight-through processing
• Leveraging delivered PeopleSoft functionality (no custom code) for stability and scalability
• Using AI and Oracle Analytics for real-time visibility and proactive exception prevention
• Reducing manual touchpoints and match failures
• Moving from reactive support to predictive, self-correcting operations

Our approach demonstrates how organizations can reach top-tier performance by simplifying the system, not complicating it, and fully utilizing the tools already available within PeopleSoft.

After several attempts and failures in 2017 and 2019, the State of Indiana and Oracle initiated a proof-of-concept project to move the state's PeopleSoft Financials and HCM applications infrastructures from the on-premises datacenter to Oracle Cloud Infrastructure. In this session, we will walk through the journey from POC through stakeholder approvals to the planning for migration of PeopleSoft environments to OCI.

Attendees will hear about the lessons learned from the state's PeopleSoft OCI proof of concept project. We will discuss the challenges and objections raised by internal stakeholders and the data-driven responses that supported the ultimate decision to move forward with a cloud infrastructure strategy. The presentation will wrap up with an overview of the successes achieved to-date, the changes in operational responsibilities for the infrastructure providers involved in the project, and the future outlook for PeopleSoft applications for the state.
