(Canada) 34970217 – CAN: ALLOW EES TO VIEW T4A SLIPS IN EE SELF-SERVICE WITHOUT REQUIRING CONSENT was posted by February 13, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch allows employees starting in tax year 2022 to access T4A slips through employee self-service without requiring consent.  Supplemental documentation for this patch has been attached to My Oracle Support Doc ID: 2820620.2.

(Canada) 34925371 – CAN: PAYROLL ERROR MESSAGE 000121 RESULTS FROM NEGATIVE ANNUALIZED TAXABLE GROSS was posted by February 8, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch modifies PSPCNTAX.CBL to factor in the deductions for Canada or Quebec Pension Plan additional contributions for the pay period to prevent Pay Error Message 000121 from being issued because of a negative annualized taxable gross.

(Canada) 34910783 – CAN: CHANGES TO T4-A PRE-PRINTED FORMS 2022 was posted by February 9, 2023, to My Oracle Support for Release 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The update delivers changes to support the 2022 T4A slip.

(Canada) 34979103 – CAN: STATUS INDIAN BOX 26 IS INCORRECT WHEN CPP GROSS IS 0 DUE TO EXEMPTION was posted by February 9, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46. The patch modifies the Canadian Year End Load module to correctly populate the T4 slip for Box 26 for Status Indian employees whose payments do not have a CPP gross amount due to the CPP exemption.

(Canada) 34992750 – CAN: NO CIT IS DEDUCTED WHEN EES ARE CROSS PROV AND HAVE A COMBINATION OF ANNUALIZED & BONUS was posted by February 16, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch modifies PSPCNTAX.CBL and PSPXCAL.CBL to calculate Canadian Income Tax when the paysheet contains regular and bonus earnings, if the Province on the Canadian employee’s Tax Distribution is Quebec but the employee chooses to be taxed using a non-Quebec Province.

(U.S.) 34905924 – W4 PDF: UPDATE FEDERAL FORM W-4 (2023) was posted by January 16, 2023, to My Oracle Support for Release 9.2. The update will also be included in HCM 9.2 Image 46. The patch delivers the updated Tax Withholding Form W-4 PDF for 2023.

(U.S.) 34975253 – VARIOUS ISSUES WITH 1099-R PDF FORMS WHEN CREATED WITH BI PUBLISHER was posted by January 30, 2023, to My Oracle Support for Release 9.2. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46. The patch resolves address printing issues for employees and employers on the bottom of Form 1099-R self-mailer.

(U.S.) 34970891 – DISPOSABLE EARNINGS NOT CALCULATING CORRECTLY FOR CO/OR GARNISHMENTS WHEN EE HAS PFML TAX was posted by February 15, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch modifies PSPPYGRN.CBL to correctly calculate the disposable earnings when the employee has Colorado or Oregon Paid Family Medical Leave (PFML) taxes.

(U.S.) PRP 3497959 for State W-4 PDF Tax Withholding Forms was posted on Monday, February 13, 2023, to My Oracle Support for Release 9.2.   The updates will also be included in HCM 9.2. Image 46.  The PRP delivers the following state W-4 PDF updates: Arkansas, California, Colorado, Connecticut, Hawaii, Idaho, Iowa, Kentucky, Maine, Maryland, Minnesota, Missouri, Montana, New York, Oregon, South Carolina, Wisconsin, and updates to Federal Form W-4 for New Mexico, North Dakota, and Utah.  Additionally, Federal Form W-4 (Spanish) was delivered too.

(U.S.) 34953756 – VARIOUS ISSUES WHILE SAVING EMPLOYEE TAX DATA IF EMPLOYEE HAS MAINTAIN TAXABLE GROSS STATUS was posted by February 20, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch prevents the validation of historical records of Form W-4 when Special Withholding Tax Status of Maintain Taxable Gross is selected.  Additionally, when form version is W-4P 2022 or later and the Special Withholding Tax Status is Maintain Taxable Gross, modifications were delivered to display the Tax Status as “No withholding” instead of “Exempt”.

(U.S.) 35089122 – 2023 U.S. PAYROLL TAX & LEGISLATIVE ITEMS TOO LATE FOR 23-A DELIVERY was posted by February 20, 2023, to My Oracle Support for Releases 9.2 and 9.1. The update will also be included in Tax Update 23-B and HCM 9.2 Image 46.  The patch delivers the following U.S. payroll tax and garnishment table updates for changes that were published too late for delivery in Tax Update 23-B:

  • Michigan withholding tax changes effective January 1, 2023.
  • 2023 state UI taxable wage base updates for Delaware, Illinois, and the U.S. Virgin Islands.
  • A correction to the 2023 Vermont withholding tax changes previously delivered in
    Tax Update 23-A.
  • Local tax changes for Henderson KY and Rittman OH.
  • A new Garnishment Rules table entry to be used for Arizona creditor garnishments beginning December 5, 2022, to comply with Arizona Proposition 209.

Massachusetts Tax Change

Massachusetts voters in the November 2022 elections approved ballot Question 1: Additional Tax on Income Over One Million Dollars which imposes an additional 4% state income tax on the portion of annual taxable income in excess of $1 million (the “surtax”) beginning on or after January 1, 2023.

On January 10, 2023, Massachusetts Department of Revenue (DOR) provided a notice stating that they do not intend to update the Income Tax Withholding Tables (Circular M) to reflect the new surtax of 4% on taxable income above $1 million.  They are recommending employers should use their best efforts to account for surtax in determining how much to withhold.   Additionally, DOR will not consider the surtax to determine if an employer withheld sufficient taxes.  PeopleSoft Payroll for North America does not plan to deliver any updates for the surtax.

Washington Cares Fund (Washington Long-Term Care Insurance Program)

Changes to the PeopleSoft Application Image Delivery Schedule Beginning 2023

Beginning January 1, 2023, the PeopleSoft FSCM, HCM, and Campus Solutions applications will adopt a delivery schedule of 3 Images per year instead of 4.

Payroll for North America will deliver 4 tax updates per year instead of 5. Tax updates will continue to be included with the PeopleSoft HCM Images except for the end-of-the-year tax update, which is delivered using a PRP.

I have been getting a lot of questions regarding Payroll for North America Tax Update 23-D for year-end.  I included a list of questions and answers that I hope will be beneficial to help everyone understand.

  • Question: Will Tax Update 23-D contain 2023 year-end deliverables for Canada and U.S.?
  • Answer: Yes, we will deliver any 2023 year-end deliverables that we are aware of for which there is adequate development time.
  • Question: When will you deliver the Canadian and U.S. year-end guides?
  • Answer: We will include the year-end guide as part of Tax Update 23-D.
  • Question: Will Tax Update 23-D contain all the changes for year-end?
  • Answer: We do not anticipate that all year-end changes will be available in Tax Update 23-D.
  • Question: If any year-end changes are not included in Tax Update 23-D, will there be a posting?
  • Answer: We will post as required for critical items for year-end.  Non-critical year-end items will be included in the next tax update.
  • Question: I can’t find the target posting date for Tax Update 23-D. Where is the target date published?
  • Answer: Tax Update 23-D will be part of the 2023 HCM Legislative Patchset (PRP). The target posting for the 2023 HCM PRP is posted on My Oracle Support Document ID: 1641843.2 in “HCM Update Image Home Page” and section “Legislative, Regulatory and Tax Updates”.
