 British Columbia WorkSafeBC Assessable Payroll Updated

WorkSafeBC has changed the assessable earnings reporting practice effective January 1, 2024.

Before this change, certain benefits were excluded from the calculation of assessable earnings. However, under the updated Assessment Practice Directive 5-245-2 (A) – Assessable payroll, these benefits will now be included but not limited to:

  • Accidental death and dismemberment (AD&D)
  • Company-owned/leased vehicle
  • Group term insurance
  • Interest-free loans
  • Parking

Organizations should review the updated assessable earnings definitions to determine inclusion and exclusion benefit earnings and ensure that T4 slip boxes 14 and 71 mapping matches the workers’ compensation board (WCB) assessable wages.

Review your organization setup in PeopleSoft Payroll for North America Tax Form Definition Page to define WCB assessable earnings.

Alabama Exempt Overtime from State Income Tax

Alabama has published its Overtime Exemption Reporting Guidance and FAQ. PeopleSoft will not deliver any updates to exempt overtime from Alabama state income tax, effective from January 1, 2024, to June 30, 2025.   Existing functionality in the PeopleSoft system can handle exempting overtime from Alabama state income tax by using the Taxable Gross Definition Table.  Review Processing_Alabama_Tax-Exempt_Overtime_Pay.pdf on My Oracle Support Doc ID 2820620.2 listed in the “Tax Update 23-D / Update Image 9.2.048” section.

SECURE 2.0 Act – Updates

The IRS announces administrative transition period for new Roth catch up requirement; catch-up contributions still permitted after 2023.  As a reminder, this two year administrative transition (delay) period is ONLY for Section 603 and does not address the other 91 provisions of SECURE 2.0.

Payroll for North America Hot Topics Monitoring

I often get a question on how to monitor for special postings ahead of the Tax Updates for Payroll for North America.   I recommend viewing the My Oracle Support (MOS) EPY: PeopleSoft Payroll for North America Hot Topics Doc ID 1348833.1 for updates on postings.

A nice feature of MOS is customers can set up an email notification to monitor the Payroll for North America Hot Topics document based on their frequency preference.

To setup email notification in My Oracle Support (MOS):

  1. Navigate to EPY: PeopleSoft Payroll for North America Hot Topics Doc ID 1.
  2. Mark the document as a favorite by clicking the star before the title and ensure the star is filled golden.
  3. Select “Settings” tab.
  4. In the group box “Personal” on the left, select “Hot Topics E-Mail”.
  5. Configure your preferences in the “Hot Topics” section.
    1. In “Delivery Options” for Activation, select “Send With Selected Options.”
    2. Select Frequency and Format settings.
    3. In the “Content To Include,” select the check box for “Documents I’ve marked as favorites.”

Select the “Apply” button.
